The plug fill predates the ring fill mechanism as a way to get pepper into a peppermill without a peg fill. There are two types of black plastic plugs that are commonly used to plug the pepper hole, seen in the gallery below. Occasionally, these pieces are lost and the family replaces them with a dowel, rubber stopper, or cork.
